The current issue of the American Journal of Bioethics is focused on the
important topic of "neuroethics." There are many great articles, including
one by Richard Glen Boire that argues that the Fourth Amendment ought to
protect the insides of our heads as much as the insides of our homes. We
believe that neuroethics will completely reframe the future of
neuropharmacology and psychotropic drugs. This issue of the American Journal
of Bioethics is a great place to get up-to-date on the importance of this
emerging field of study which is already beginning to influence law and
policy.

Center for Cognitive Liberty & Ethics joins DSM-V Prelude Project

The Diagnostic Statistics Manual is the primary means of diagnosing and
cataloging "mental disorders." Richard Glen Boire recently became a member
of the DSM-V Prelude Project in an effort to help revise some of the
categories related to substance use. We'll keep you posted on our efforts.
The next version of the DSM is not due until 2010, but work is already
underway to begin the revisions.

CCLE Defends Salvia Divinorum and other Medicinal and Ritual Plants

Last month, we sent a letter and legal analysis to Louisiana Representative
Michael Strain, concerning his bill (HB 20) to outlaw Salvia divinorum and a
host of other plants with long-standing religious and medicinal use. We also
sent our letter and legal analysis to all 18 members of the Louisiana House
Judiciary Committee, which is currently considering the bill.
Despite our efforts, the bill appears to be unstoppable. Follow its current

Tell the Government to Stop Prosecuting Medical Marijuana Users

On June 6, 2005, the U.S. Supreme Court ruled 6 to 3 that the federal
government can continue arresting patients who use medical marijuana legally
under their state laws. on Tuesday June 14, the US House of representatives is
scheduled to vote on an amendment that would end the federal government's
attacks on sick people. The Hinchey-Rohrabacher medical marijuana amendment
would bar the U.S. Department of Justice -- including the Drug Enforcement
Administration -- from spending any money to raid or arrest bona fide
medical marijuana patients.
The Marijuana Policy Project has set up an e-mail system for sending your
representative a message to pass the amendment, but you need to act

Ray Kurzweil, J. Hughes, Mike Tredor, Max More and others in assessing the
ethics of nanotechnology. “Geoethical” means widely agreed-upon principles
for guiding the application of curative technologies that can have a general
environmental (including people) impact, much like bioethical principles
(autonomy, beneficence, nonfeasance, justice) guide the application of
curative technologies that specifically impact one or more patients.
Nanotechnology raises geoethical issues because the nanomedical treatment of
individuals may have a wide socio-environmental impact.

LIBERTY WATCH: USA Patriot Act and the 109th Congress

There is a growing effort by civil liberty and privacy groups to repeal
Section 1173(b) of the Social Security Act (42 U.S.C. 1320d-2(b); 42 U.S.C.
1320d-6(a)(1)), which authorizes the creation of a national medical ID. The
focus of the effort is to include the repeal language in this year's Labor,
Health and Human Services, and Education appropriations bill. Fortunately
till now, Congressman Ron Paul (R-TX) has successfully blocked funding for
the law passed in 1996 that requires these universal medical ID numbers to
be created for every American. The American public is already outraged at
the misuse of the Social Security Number which was originally created only
for use by the Social Security Administration for the operation of the
Social Security program. They see what is happening with ChoicePoint, Bank
of America and other examples of identity theft as well as the creation of
more and more government databases. To create another universal number would
obviously be a major mistake. Therefore, rather than extending the
prohibition on funding which Congress has done for the last eight years, for
another year, Congress is being encouraged to simply repeal the
authorization of the national medical ID once and for all. A compliment to
this effort is the growing support for H.R. 220 Identity Theft Prevention
Act of 2005. H.R. 220 would require all Americans to get a new Social
Security Number that can only be used for Social Security purposes. It would
not be able to be used by other government agencies or by private industry.
It would also repeal any laws that have created a national identification
document or universal identity number.
